Foundations of EMS Operations and System Design

Effective EMS practice extends beyond clinical care to the systems that surround it. Sound understanding of system design, dispatch, and medical direction gives prehospital providers a clearer view of how their work fits into the broader emergency response. This foundational course provides that view. By the end of this course you will be able to describe common EMS system models, explain the role of dispatch and medical priority dispatch systems, understand medical direction at offline and online levels, and recognize the components of EMS quality improvement. What you will learn: - The major EMS system models including municipal, fire-based, hospital-based, and private models - The structure and function of public safety answering points and dispatch centers - Medical priority dispatch systems and their role in resource allocation - Offline and online medical direction and the role of medical control physicians - The basic structure of EMS protocols and standing orders - The principles of EMS quality improvement and case review - Documentation and reporting frameworks for system-level data The course uses readings, system diagrams, case examples, and reflection questions. Each module ends with applied exercises. This course is written for EMS providers at all levels, EMS administrators, and emergency responders coordinating with EMS. By the end you will have replaced a clinical-only view of prehospital care with a clearer understanding of the system context in which EMS providers work, which supports both individual practice and engagement with system improvement.
